Evergreen Parade starts at 10 am.  The road closes at 10 am and won't open again until all traffic is clear which is usually 1 pm.  You can get to Cactus Jack's from the South Trail on Evergreen Lake, Underneath the Bridge (park across the street on Plettner).  Most parking will be gone early.
